I will take as a case study the City & Guilds linking projects, in which the linking process is now embedded in the development cycle.

I really enjoyed your talk which should be required listening for anyone trying to set up a linking project. Unfortunately many institutions set up expensive testing projects but take level awareness and the need for refamiliarisation completely for granted :-(
I also agree with what you said about the importance of talking about what levels mean regularly with colleagues ..again this doesn't happen very much. I actually think people are scared of trying to define levels explicitly but it has to happen for the test to be in any way meaningful.
